- Add package tag so we can differentiate
  between packager and original code authors

- Add GPLv2 license tag + "other" license tag

- Misc cleanup and made sure it validates
  against the latest PXML xml schema.

Create a packaging/ directory which will get a
packaging/rpm/rockbox.spec file later on.

The rockbox.spec file can probably be shared
between f.e. Fedora and meego.
