Fix database tool.

It was also broken functionally, probably since a while.So restore the
functionality. Run it on the dap, the tcd files will be placed into .rockbox folder.

Fix crash in the database utility, turns out passing too few arguments for stat() isn't the best idea :)

Moved database builder into a separate directory, and gave it its' own Makefile. Now it compiles cleanly and builds a database if ran in root of music tree.
