[WIP] Superdom: game improvements
- macro-ify board dimensions, surrender thresholds
- make AI skill level adjustable
- let AI buy nukes in hard mode (still can't use them yet)
- make nukes persistent (stay after an invasion)
- make AI treat nukes with priority
