Initial check-in of "MAINTAINERS" file as recently discussed on the rockbox-dev mailing list. The intention is that this is used as an organisational tool so we know who is actively working on which parts of Rockbox, and which parts are effectively being ignored. If you consider yourself actively working on a particular part of Rockbox, please add your name to this list. Also feel free to modify how I've attempted to list the many different parts of Rockbox.
